Benjamin Sumner Welles (1892-1961) graduated from Harvard University in 1914 and began his diplomatic career in 1915 as Secretary of the United States Embassy in Tokyo. From 1917 to 1919 he served in a similar post in Buenos Aires, Argentina. He was Assistant Chief of the Latin American Affairs Division of the Department of State from 1920 to 1921, and Chief of the Division from 1921 to 1922.
